Bill Garton was one of two of "The Hitler Brothers" (Neo-Nazi Criminals) who would kill Jews, African Americans and anyone who sympathized with them. Him and Nort Randolph were hired by agents of the Crimson King to kill Father Callahan and when they failed (due to the acts of Aaron Deepneau and Calvin Tower), the Low Men killed them.
